berkeley has the pacific center, which is a great resource for the kind of info you're looking for. you could also check in with the center in the city. i'm not sure what kind of resources they have. unfortuantely, a lot of people go to the city. the east bay seems as if it's becoming more queerified, but it's definitely not there yet.

as far as bars are concerned, i go to the white horse (66th and telegraph, whitehorsebar.com) a lot because i live two blocks away. there are nice regulars there, but not my choice for hook ups. there are a few clubs in hayward--the turf club and another i'm blanking on the name of. downtown oakland has the bench and bar which is a pretty mixed crowd as well.
